The Meghalaya Minimum Wages Notification (April 2020):
As per notification no LBG 75/2012/382, the Government of Meghalaya has declared the minimum rates of wages in the state of Meghalaya effective 1st April 2020

Extension Of Time Limit To Deposit Labour Welfare Fund In The State Of Haryana For The Year 2019

The Government of Haryana, vide circular No HLWB.REVE/678-83 had extended the last day to deposit the Labour Welfare Fund pertaining to the year 2019, without any interest, till 31st March 2020. Now the Government of Haryana, vide circular No.HLWB/REVE/3784-89 has further extended the last day to deposit the Labour Welfare Fund pertaining to the year 2019, till 30th June 2020

Extension Of Working Hours For Factories In Chandigarh

The Administrator of Chandigarh vide notification No. 12/01/106-IIII(2)-2020/7732 has exempted all factories registered under The Factories Act, 1948 in the Union territory from the provisions of Section 51 (Weekly Hour), Section 54 (Daily Hour), Section 55 (intervals of rest) and Section 56 (Spread over) with immediate effect for a period of three months subject to conditions that (i) No Workers shall be allowed to work in a factory for more than twelve hours in any day and seventy-two hours in any week, (ii) The period of work of workers in a factory each day shall be so fixed that no period shall exceed six hours and that no workers shall work for more than six hours before he had an interval of for rest of at least half an hour (iii) No female worker shall be allowed or required to work in a factory between 07.00 PM to 06.00 AM. Other provisions of the Factories Act, 1948 shall continue to be in force. Please refer to the notification for more details.

Further Extension Of Renewal Of License For Various Acts Under Central Sphere

Government Of India keeping in view the lockdown across India due to COVID-19, the validity of licenses granted under the Contract Labour (R&A) Act, 1970 And Inter-State Migrant Workmen (ISMW) Act-1979 are hereby extended up to 30th June 2020 for those licenses whose renewal falls in the months of March, April, May, & June 2020. However, the issuance of new licenses would keep continuing as it is.

Extension Of Earlier Order Declaring Paid Holidays For Shops And Establishment In Telangana Till 7th June 2020

Telangana Labour Employment Training & Factories Department has issued a notification with reference to the earlier order dated 20th May 2020 regarding the declaration of paid holidays for shops and establishment, which was given effect up to 31st May 2020 has been extended up to 7th June 2020, subject to the relaxations given and conditions imposed therein.

Amendment Under The Puducherry Contract Labour (Regulation And Abolition) Rules, 1973

Government of Puducherry vide notification no G.O.Ms. No.64/AIL/Lab/G/2020 has amended The Puducherry Contract Labour (Regulation And Abolition) Rules, 1973. As per the amendment, mentioned are the details of the changes (a) The application for registration under Puducherry Contract Labour (Regulation And Abolition) Rules shall be made through the online portal of Labour Department, Puducherry i.e https://loe.py.gov.in/ (b) The certificate of registration shall be granted through the on-line portal of Government of Puducherry (c) The fees shall be paid by visiting online portal Government of Puducherry under the relevant head of accounts viz 0230-labour & Employment 106-Fees (d) Every employer shall maintain a register of contractors, register of persons employed electronically (e) The half-yearly return and annual return shall be submitted through the online portal of Labour department. The amendment also requires that books, register, records shall be maintained electronically at the discretion of Employer subject to the condition that Employer shall furnish all such books, register, records in the electronic form to Inspector on demand. Exemption Under The Shops And Establishment Act In Chandigarh

The Administrator of Chandigarh vide notification No. 12/02/15-H-II(2)-2020/7845 has allowed all shops and establishment covered under The Punjab Shops And Commercial Establishments Act, 1958 to open their outlets on all days of the week for a period of three months subject to conditions as mentioned below (i) It must be ensured that all provisions of the Act/Rules relating to employees working conditions, rest interval, weekly off days and other restrictions specified in the aforementioned Act of 1958 must be complied with (ii) Opening and closing hour of all the Shops And Commercial establishments will remain the same on all seven days of the week as notified by Chandigarh administration from time to time (iii) The rotation of employee engaged should be done so that mandatory weekly rest be given to them (iv) The orders issued separately under Disaster Management Act regarding odd-even formula in selected markets will continue to be in operation.

Withdrawal Of Order On Extension Of Working Hours In Factories In Karnataka

Government of Karnataka vide notification No.KAE 33 KABANI 2020 has canceled the notification no KAE 33 KABANI 2020, dated 22nd May 2020 to 21 August 2020 issued under Section 5 of the Factories Act, 1948 (Act No- 63 of 1948) granting exemption to all factories registered under Factories Act, 1948 from provisions of section 51 (Weekly Hour), section 54 (Daily Hour), of Factories Act, 1948 subject to certain conditions as per the notification. Therefore, employers of factories in the State of Karnataka are advised to comply with the working hours as prescribed under the Factories Act,1948. Please refer notification for further details.

Further Extension Of Due Date For Filing Annual Returns Under The West Bengal State Tax On Professions, Trades, Callings, And Employments Act, 1979

Government of West Bengal, Directorate of Commercial Taxes in exercise of power conferred under Rule 12 of the West Bengal State Tax on Professions, Trades, Callings, and Employments Rules, 1979, for the year ending 31st March 2020, the last date of filing Annual return in Form-III has been extended from the earlier date of 30th June 2020 to 30th September 2020. Extension Of Due Date For Filing Returns Under The Maharashtra State Tax On Professions, Trade, Callings And Employments Act, 1975

Government of Maharashtra, Finance Department in exercise of the power conferred under Section 6(3) of The Maharashtra State Tax On Professions, Trade, Callings, And Employments Act, 1975 amends the Government Notification Finance Department, No. PFT-2014/C.R.-38/Taxation-3 dated 21st August 2014, to include Entry 7 in the Schedule to help employers who could not pay the tax or submit returns on time due to COVID-19 pandemic for any period up to the month of June 2020 can be filed on or before 31st July 2020 on the website of the Maharashtra Goods and Service Tax Department. Therefore, any Tax due or interest payable up to the month of June 2020 shall be paid before filing of return.

Implementation Of New Employment Portal For Establishments In Haryana

The Government of Haryana vide circular no 8431 has introduced an online employment portal in the State to motivate and encourage the hiring of skilled and unskilled resources for industries and establishments. Employers are encouraged to use Rozgar Portal through http://rozgar.hrex.gov.in/ for hiring manpower in their industries or establishments.

The Gujarat Shops And Establishments (Regulation Of Employment And Conditions Of Service) Rules, 2020

Government of Gujarat vide notification No.GHR/2020/73/GSE/19/2019/236319/M-3 has released the Gujarat Shops and Establishments (Regulation of Employment and Conditions of Service) Rules,2020 thereby repealing The Gujarat Shops And Establishments Rules, 1962. The Rules have introduced new compliances emphasizing Environment, Health And Safety under the Shops and Establishments in Gujarat.

The Assam Minimum Wages Notification (Dec 2019)

As per notification no.MWC.3/93/Pt-II/6399, Government of Assam has released Minimum Wages for the state of Assam effective from 1st December 2019.

The West Bengal Minimum Wages Notification (July 2020)

The Government of West Bengal as per notification No.51/703/Stat/2RW/29/2016/LCS/JLC, has released the minimum rates of wages effective from 1st July 2020 to 31st December 2020.

The Kerala Minimum Wages Notification (April 2020)

Government of Kerala, Labour, and Skills (E) Department have revised the variable dearness allowance for employment in Shops and Commercial establishments and employment in Computer Software Sector. As per the Notification No.P3.Pdl.1/2020/DES, the Consumer Price Index (Cost of Living Index) Numbers applicable to employees in employment under the Minimum Wages Act (Central Act XI of 1948) for the month of April 2020 are as ascertained by the Director-General of Economics & Statistics under clause (C) of Section 2 of the Act.

Mandatory Submission Of Mobile Number And Bank Account Details For Registration Under ESIC

ESIC vide circular No: F.No. I-11/13/04/2020-ICT has mandated the submission of mobile number and bank account details (Bank name, Branch name, and IFSC) with effect from 1st July 2020 for registration of employees under ESIC. As per the circular Employers are required to update mobile numbers and bank account details of existing employees registered under the ESI Scheme as well and Cash benefits/Claim reimbursements will be settled only if the correct bank account details of the beneficiary are available in the system. The manuals pertaining to the changes will be available soon on the ESIC website. Hence with these changes, ESIC is ensuring that the insured persons receive benefits such as hospitalization, monetary benefits as applicable seamlessly without any hassle. Further Relaxation For Employers On Filing Of ESI Contribution For The Period October 2019 To March 2020

ESIC in its earlier notification vide circular No.P-11/12/Misc/1/2019(M)-Rev. II had extended time of filing return of contribution for the contribution period October 2019 to March 2020 under Employees State Insurance (General) Regulations, 1950 to 11th June 2020. In reference to the same, ESIC as per circular no P-11/12/Misc./1/2019 (M) Rev.II dated 1st July 2020 has now further extended the return of contribution till 15th July 2020 for the contribution period October 2019 to March 2020.
